Mastriano Introduces Legislation to Eliminate Property Taxes for Long-Term Elderly Homeowners

HARRISBURG — Sen. Doug Mastriano (R-33) today announced plans to introduce the Sam Worley Elderly Tax Relief Act, legislation designed to provide full property tax relief to long-term elderly homeowners and allow surviving spouses to remain in their homes without financial hardship.

The proposed legislation would exempt qualifying senior citizens from paying school, county and municipal property taxes on their primary residence, helping older Pennsylvanians remain in their homes after decades of tax payments and community service.

“Many of our seniors have spent their entire lives working hard, raising families and paying property taxes year after year,” Mastriano said. “At some point, continuing to tax someone out of their home after a lifetime of contributions is simply not right.”

Under the legislation, homeowners who are 75 years of age or older, have lived in Pennsylvania for at least 10 consecutive years and have owned and occupied their home for at least 10 consecutive years would qualify for a full property tax exemption on their primary residence.

Importantly, the legislation ensures surviving spouses may continue to receive this exemption, regardless of age, so long as they continue to live in the home as their primary residence.

“This legislation recognizes commitment to community and provides security to those who have already paid their share,” Mastriano said. “It allows long-term residents to remain in their homes with dignity and stability.”

The bill is named in honor of Sam Worley, a World War II veteran who paid property taxes into his 100th year of life, exemplifying lifelong dedication and service to his community and country.

In addition to providing relief, the bill includes safeguards to prevent misuse, including annual eligibility verification and penalties for fraudulent claims.

“This proposal is about fairness, stability and respect for the people who helped build our communities,” Mastriano added. “No senior who has paid taxes for decades should have to fear losing their home due to rising property taxes.”

Mastriano circulated a co-sponsorship memo about the bill to his Senate colleagues, inviting members of both parties to join in supporting this legislation.
