Mastriano Announces $5.72 Million in RACP Funding to Strengthen Adams and Franklin Counties

HARRISBURG – Sen. Doug Mastriano (R-33) is proud to announce that more than $5.72 million has been awarded to transformational projects throughout Adams and Franklin counties through Pennsylvania’s Redevelopment Assistance Capital Program (RACP). These strategic investments will enhance tourism, preserve historic landmarks, revitalize communities, strengthen agriculture and promote long-term economic growth across the 33rd Senatorial District.

“These investments will help preserve our region’s rich history while creating new opportunities for economic development, tourism and community revitalization,” Mastriano said. “From Gettysburg to Chambersburg, these projects will improve quality of life, support local jobs and position our communities for continued success.”

Adams County

Gettysburg & Northern Railroad Co. LLC — $500,000
Funding will help restore the Gettysburg & Northern Railroad excursion service while renovating a former Gettysburg College dormitory into a multi-purpose visitor center, creating a unique destination that celebrates the region’s history and attracts new visitors.

Pennsylvania Ag Discovery Center — $2,000,000
This investment will support critical site preparation and infrastructure improvements, including roadways, parking, utilities and stormwater management, laying the foundation for the Pennsylvania Ag Discovery Center to become a premier educational and agricultural destination.

United Lutheran Seminary — $1,970,000
Funding will transform the seminary’s historic Refectory into a year-round public dining and events venue, preserving an important historic landmark while expanding tourism opportunities and stimulating local economic activity.

Franklin County

Southgate Redevelopment — $500,000
Funding will advance the Southgate redevelopment project in Chambersburg, converting a former commercial property into a vibrant community plaza that supports downtown revitalization and future investment.

Antrim Investment Group — $750,000
This award will assist in constructing and renovating a mixed-use agricultural and community facility, including a storage and office addition, site improvements and rehabilitation of an existing farmhouse to better serve the surrounding community.

The Redevelopment Assistance Capital Program provides grants for projects that have a regional or multi-jurisdictional impact and are expected to create or retain jobs, expand the tax base and generate meaningful economic activity throughout the commonwealth.

These awards were secured through the combined efforts of Mastriano and Reps. Rich Irvin (R-81), Chad Reichard (R-90), Rob Kauffman (R-89) and Dan Moul (R-91), whose partnership helped deliver these important investments to the region.
