HARRISBURG – To defend women’s rights, Sen. Doug Mastriano (R-33) introduced the Two Gender Protection Act that would emphasize the importance of using clear and accurate language in state policies. The legislation would recognize that women are biologically female and men are biologically male.
Senate Bill 213 would mandate that Pennsylvania State Government use “sex” instead of “gender” in official communications and require that all state-issued identification documents accurately reflect a person’s biological sex as identified at birth.
“Across our nation, we have witnessed ideologues denying the biological reality of sex who have sought to impose legal and socially coercive measures allowing men to self-identify as women. This access to intimate, single-sex spaces and activities designed for women – including bathrooms, locker rooms, domestic abuse shelters, workplace facilities, prisons and women’s sports – poses a significant threat to women’s safety and well-being,” Mastriano said.
Single-sex spaces would be based on biological sex, rather than the socially constructed concept of “gender identity.” In addition to ensuring that privacy is honored in intimate spaces, the bill would also prevent taxpayer funds from being allocated for gender-transition health care.
“Women must feel secure in their rightful spaces. It is imperative that we ‘follow the science,’ which confirms that biological sex is determined by X and Y chromosomes. In the vast majority of cases (there are very few exceptions), females possess two X chromosomes while males have one X and one Y chromosome. This is an undeniable scientific truth,” Mastriano said.
Senate Bill 213 would allow state institutions, schools and other state-funded locations the option to provide gender-neutral bathrooms and changing areas, ensuring these facilities remain completely private and separate from single-sex spaces.
“Language and policies that diminish the importance of biological sex have had a corrosive effect on the foundation of our societal systems. Establishing policy based on truth and scientific fact is crucial for public safety, morale and the trust citizens place in government,” Mastriano said. “I look forward to restoring a level of safety and security for our mothers, wives, daughters and granddaughters, ensuring they know their private spaces are protected.”
The bill has been referred to the Senate State Government Committee for consideration.
